A grand jury this week indicted Anthony Carter, 50, of Lubbock for possession of a controlled substance.
Lubbock Police raided three of his business locations in early May. Court records said Carter was selling synthetic cannabinoids (synthetic marijuana) at his Tobacco Road smoke shops. The locations were listed as 2908 Parkway Drive, 2805 Avenue Q and 4202 Avenue A.
Police and prosecutors filed a long list of civil court records against Carter seeking permission to permanently take from him:

In addition to the raid in May, Police and prosecutors raided the Tobacco Road location at 2805 Avenue Q in January. Officials seized $3081.21. They asked a judge in January for permission to permanently keep the cash, and by mid-February Carter had not filed an objection to get the $3081.21 back.
A judge then granted permission for officials to keep the money which would have been put into a law enforcement seizure fund.
The indictment accused Carter of operating in a drug free zone. His store at 2805 Avenue Q was within 1,000 feet of O.L. Slaton Middle School according to the indictment.
In June of 2014, the Lubbock County Criminal District Attorney’s office notified 53 stores that officials would crack down on the sale of synthetic marijuana.
“As you are well aware, people who ingest these products exhibit paranoia, hallucinations, pains, rapid heartbeat, seizures, panic and suicidal thoughts,” the notification said. “The injuries or deaths of your customers may subject you to felony criminal penalties.”
Carter was held in the Lubbock County Detention Center as of Friday afternoon on a $75,000 bond.
Note: The Tobacco Road location at 2805 Avenue Q has so far not been listed among the property that officials want to seize. The Lubbock Central Appraisal District did not list Carter as the property owner for that address.
