An arrest warrant indicated that Malcolm Bernard Bibbs, 42, knew he shot and killed Raymond Lockett, 43, and wasn’t sorry for it.  Bibbs was arrested Thursday in the 1400 block of 77th Street, according to Lubbock Police “without incident.” 

Bibbs was charged with murder for the January 20 shooting incident in the 1700 block of East 4th Street outside an after-hours hangout called Women and Men Fashion.  

Police on Thursday said, “[Investigators] discovered there had been an ongoing dispute between Lockett and Bibbs.”

Lubbock Police were initially called to Covenant Medical Center for the report of a gunshot victim.  Officers at the hospital tracked down the original location of the shooting and spoke to a second shooting victim who survived.  

The second victim had been shot in the buttocks, according to a police report.  The second victim, according to the police report, did not see what led up to the gunshots.

An officer wrote in the arrest warrant, “I began to receive Crime Line tips that identified Malcom Bibbs as the shooter during this incident. Through my investigation, it was learned that Bibbs had made the statement to a witness in reference to the shooting of Lockett, ‘I don’t give a f***, I’ll kill the motherf***er again.’”

An officer with the Lubbock County Sheriff’s Office was later able to find Bibbs by phone. When verbally confronted about killing Lockett, Bibbs told the LCSO officer “yeah.” 

The warrant also said witnesses were able to describe the shooter’s clothing which again brought investigators back to Bibbs. 

The warrant was issued on Monday.  The recommended bond was $250,000 but bond was not officially listed yet in jail records as of Thursday afternoon.

SUMMARY (include additional offenses): On 01-20-2018 at approximately 2050 hours, Raymond Lockett was transported to Covenant Medical Center ER with gunshot wounds. Lockett did not survive the gunshot wounds and was pronounced deceased by CMC medical staff. Through my investigation, it was determined that the shooting occurred outside of 1704 E 4th Street, Women and Men Fashion, which is an after-hours hangout that sells beer. 

I began to receive Crime Line tips that identified Malcom Bibbs as the shooter during this incident. Through my investigation, it was learned that Bibbs had made the statement to a witness in reference to the shooting of Lockett “I don’t give a f***, I’ll kill the motherf***er again”. 

Lubbock County Sheriff’s Office Captain Billy Koontz and I traveled to Bibbs mother’s residence and spoke to her. She advised that he was not there and asked us to come inside. We told her why we were looking for him and why and that I needed to talk to him. Capt Koontz spoke to Bibbs by phone and Bibbs agreed to call the next day and come speak to us about this incident. Capt Koontz advised that he had told Bibbs that we knew he had killed Lockett and Bibbs’ responded “Yeah” to that statement. 

I interviewed another witness that saw the shooting occur and described the clothing and general physical appearance of the person firing the gun. A third witness identified Bibbs as being at the scene of the shooting, identified him by the clothing he was wearing and knows Bibbs on sight. Bibbs was wearing the same type clothing as the person seen shooting the gun. All witnesses provided sworn statements. There was no other information discovered concerning another subject wearing the above clothing description at the scene.
