The Government Finance Officers Association of the United States and Canada (GFOA) has
awarded the Certificate of Achievement for Excellence in Financial Reporting to the City of
Lubbock for its comprehensive annual financial report (CAFR). This marks the twelfth
consecutive year that the city has received this award.

The Certificate of Achievement is the highest form of recognition in the area of governmental
accounting and financial reporting. Its attainment represents a significant accomplishment by a
government and its management, according to the GFOA.

The CAFR has been judged by an impartial panel to meet the high standards of the program
including demonstrating a constructive “spirit of full disclosure” to clearly communicate its
financial story and motivate potential users and user groups to read the CAFR. (Click Here) to

The City of Lubbock Accounting Department will be recognized for preparing the awardwinning
CAFR at the October 13th meeting of the Lubbock City Council.

“Not all cities prepare the CAFR in-house – it is prepared by external auditors for them.
However, the City of Lubbock prepares the CAFR in-house and is the result of many long hours
on the part of several employees. FY 2015 was more challenging due to the implementation of
the new pension accounting standard. We not only implemented the standard, but received no
comments regarding any corrections that need to be made for next year. So, I am pleased that we
received the award again this year,” Linda Cuellar, Acting Executive Director of Finance said.

The GFOA is a nonprofit professional association serving approximately 17,500 government
finance professionals with offices in Chicago, IL and Washington, D.C.
