On Wednesday, July 27, 2016, at about 6:19 p.m., Officers of the Clovis Police Department were dispatched to Plains Regional Medical Center in reference to report of Criminal Sexual Penetration. On arrival, Officers made contact with the 29 year old female victim. The victim recounted how she had gotten home to her apartment in the 2100 block of West Grand Avenue, when she was approached by a male subject who said he was looking for his wallet. The male was described as being Hispanic, about 29-years-old, about 5’07” tall, weighing around 175 pounds. He had multiple tattoos and a fade style haircut. The male subject asked to use her phone, which she allowed. When the calls were completed, the victim turned her back to her assailant, who pushed his way into her home. She resisted him, spraying him with pepper spray, but he overcame her. The victims’ infant child was in the home, so she minimized her resistance, fearing for her safety and the safety of her child.

The female victim was held against her will from about 10:30 p.m. on July 26, 2016 until about 5:30 p.m. on July 27, 2016. During this nearly 20 hour ordeal, she had been sexually assaulted, forced to use a controlled substance, and was not freed until her mother arrived to check on her. Only then did her assailant allow her to leave with her child, but not before ordering her to not tell anyone.

On July 27, 2016, shortly after initial contact with the victim, Officers searched the area of the victims’ apartment but were not able to locate the suspect. Clovis Police Department Detectives were activated, beginning the investigation into this Kidnapping and to conduct crime scene investigations. Through the combined efforts of the Patrol Division and Special Operation Divisions of the Clovis Police Department, Roy Cavazos (29 years of age) was identified as the suspect Friday morning, July 29, 2016.

Arrest warrants were generated for Roy Cavazos (29 years of age), for Kidnapping, Armed Robbery, Criminal Sexual Penetration (7 counts), Aggravated Burglary, Assault with Intent to Commit a Violent Felony, Trafficking Methamphetamine, Abuse of a Child, Tampering with Evidence, and Larceny. At about 1:30 p.m. on July 29, 2016, Roy Cavazos was found in the 2000 block of Chapparal Circle. On contact with Officers, Roy Cavazos ran, but after a short foot pursuit, he was taken into custody without further incident. Roy Cavazos is being held on a $250,000.00 bond.
