A former teacher in the West Texas area was indicted by a federal grand jury, for Receipt of a Visual Depiction of a Minor Engaging in Sexually Explicit Conduct.
Court documents revealed Kandi F. Phillips “did knowingly receive” an image that depicted “a male child under the age of eighteen… engaged in lascivious exhibition of his genitals and pubic area.” Records indicated the communication occurred between December 2016 and February 2017.
Phillips’ credentials through the official Texas Educator Certification records were listed as valid in various levels of English and Language Arts through April 30, 2017. Records showed her certificate was under investigation by the TEA Educator Investigations Division for allegations of misconduct.
Records obtained by EverythingLubbock.com contained Phillips’ class guidelines and procedures for an English class W18 at Frenship High School.
In response to the federal charges, a spokesperson for Frenship ISD said, “She is not employed at Frenship ISD.”
Her arraignment was scheduled for April 26 at 9:30 a.m.
