The City of Lubbock filed its side of the story Thursday after the husband of a City Councilmember sued for allegations of civil rights violations.
In January 2017, Shaun Harris, the husband of Sheila Patterson Harris, sued both the city and Lubbock Police officer Hugh Glen Osborn.
The lawsuit said in January 2015, Osborn pulled over Mr. Harris during icy road conditions.
Dashcam video showed Osborn walking to Harris’ car door, and opening the door. The video showed Osborn leaning into the car and getting into an altercation with Harris.
The lawsuit said Osborn assaulted Harris by “pushing him, choking him, punching him and repeatedly head butting [Harris].”
The lawsuit said after the assault, “Osborn simply got in his vehicle and drove away.”
The city’s defense is that it did nothing wrong; it has no unconstitutional policy, nor does it condone unconstitutional conduct by police officers.
Osborn is named separately in the lawsuit, and as of Thursday afternoon, he had not filed his response in court records.
