Charles Ray Fulmer, 44, of Spur accepted a plea deal on Tuesday for allegations of attempted transfer of obscene material to a minor.

Records in Lubbock federal court said, “On March 27, 2017, an attorney with the Spur Independent School District contacted the Texas Rangers to report an inappropriate relationship between a 9th grade student and a teacher/coach at Spur High School.”

“Law enforcement learned that … [Fulmer] had engaged in a sexual relationship with a 15-year-old female student,” court records also said.

During the girl’s 9th grade year, Fulmer was her coach in multiple sports. The girl was also friends with Fulmer’s daughter, court records said.

A portion of court records filed Tuesday said:

Text messages between the two make it clear that Fulmer had strong feelings for Jane Doe. He often expressed that he was in love with her and that he would one day marry and impregnate her. Text messages also confirm a physical relationship. For example, defendant texted Jane Doe that his wife would be out of town and told her (Jane Doe) to come over and crawl in bed with him. A short time later, Jane Doe texted Fulmer, asking if the door was unlocked. Approximately an hour later, Fulmer texted Jane Doe stating he loved how her scent lingered on him. Defendant admits to having sexual intercourse with Jane Doe on at least one occasion.

Court records said Fulmer texted a pornographic image to the girl which was described as “obscene material.” 

If the plea agreement is accepted by a federal magistrate, then the maximum sentence would be 10 years in prison.
