A man was arrested following a SWAT callout in Northeast Lubbock early Sunday morning. 

The incident occurred in the 100 block of Niter Avenue around 2:45 a.m.

Lubbock Police said dispatchers received information that a wanted subject was located at the residence and was holding a female subject inside.  

Authorities said the suspect was reportedly high on narcotics and was allegedly suffering from a mental illness. 

Police said he had screwed all the doors shut at the residence and refused to allow the female to leave. 

SWAT officers were called to the scene to conduct a warrant service, LPD said. 

The female was then safely removed from the residence without injury. 

The suspect was taken into custody without incident and was transported to the Lubbock County Detention Center. 

Lubbock Police identified the arrestee as Matthew Shepard, 26.

Shepard is charged with unlawful restraint and interference with an emergency phone call. He also had an outstanding blue warrant.

A blue warrant is an arrest warrant issued by the Texas Parole Board.
