Mark Steven Todd, 55, was arrested by Lubbock Police in the early morning hours of Sunday.  Police were called to the 5500 block of 4th Street to find a man had been hit so hard that one of his eyes had swollen shut. 

The victim was taken to University Medical Center. 

An officer wrote in a police report, “[The victim] had a mental medical disorder and could not function mentally enough to tell me what happened.”

Police questioned Todd who at first denied hitting the victim.  An officer continued asking questions.

The police report said, “I asked [Todd] what happened and he said that he hit him multiple times with his fists.”

It also said, “[Todd] advised me that he technically provides and cares for [the victim] but is not paid to do so.”

In addition to the victim having trouble with mental function, possibly so did Todd.

The police report said, “I observed [Todd] to not be in full control of his mental faculties and would speak to himself like someone would ask him questions when there was clearly no one around.”

Court records said on Monday Todd was appointed a “mental health private defender.”

Todd was held Monday evening in the Lubbock Co. Detention Center on a $10,000 bond for aggravated assault..
