On Wednesday, February 17, the City of Lubbock will conduct a multi-agency active shooter functional exercise in conjunction with the management of South Plains Mall. A functional exercise does not involve any “boots on the ground”. No first responders or emergency officials will be responding to the incident scenes. Mall shoppers and stores will not be affected by this exercise because no exercise activities will actually be happening at the mall.
All components of this exercise will happen in a closed door environment at various city facilities and will test the communication, coordination, collaboration, and capabilities of local response agencies. Agencies taking part include the City of Lubbock Police, Fire Rescue, Emergency Management, Health, Public Health Preparedness, and Public Information departments along with representatives from the South Plains Mall, University Medical Center EMS, and Trauma Service Area B (B-RAC).
This is the second in a series of exercises the City has conducted using active shooter scenarios The first was a tabletop exercise that included representatives from the City of Lubbock, Lubbock County, Department of Public Safety, Texas Tech University, Lubbock Christian University, the Lubbock Independent School District, Frenship Independent School District, Lubbock-Cooper Independent School District, and other agencies.
