LUBBOCK, TX — The Lubbock man charged with murdering his 4-year-old daughter Sunday sought help for mental illness only two weeks ago according to his attorney. David Guinn said Justin Michael Chisum, 29, struggled with schizophrenia and had a long recorded history of battling mental illness, both in Texas and out of state.
Chisum had been awarded visitation rights and had visitation with Kylee Forrest on Sunday. Police said killed her with “blunt force.” A woman called 911 after noticing blood on the window of an apartment in the 500 block of Slide Road. Police found Kylee’s body inside the apartment and about the same time Chisum was found walking naked in a neighborhood at 8th Street and Bangor Avenue.
Chisum was taken in for one day by a mental health facility, and Guinn said his prescribed medication had been changed at some point during the past two weeks. Guinn said either Chisum stopped taking it or had a bad reaction to it.
Guinn said a judge allowed visitation rights Chisum about a year ago, at a time when he was on medication and regarded as stable.
Chisum’s next-door neighbor also tells KAMC News that about a week ago or so, a representative from StarCare had stopped by to leave to leave something at Chisum’s door.
* UPDATE: Originally, Guinn said Chisum had been turned away. He called back and clarified that Chisum was taken in for one to receive help for mental health.
