Odessa Police Department detectives have made an arrest in connection to an indecency with a child incident near Dowling Elementary School.
Samuel Samaniego is charged with Indecency with a Child, a third degree felony.
On January 19, a man advised police that a male subject exposed himself to his 10-year-old daughter and proceeded to chase the child.
On January 29, OPD detectives arrested Samaniego for four counts of indecent exposure in connection to similar incidents on 9th Street.
Samaniego fit the description of the suspect in this case. On Monday, and interview and photo lineup was conducted with the victim at Harmony Home.
The victim positively identified Samaniego from the photo lineup.
