The Odessa Police Department arrested two suspects who have been accused of claiming the lottery by fraud.

Officials with the OPD say David Lumpkin and Tamra Valle were located and arrested at about 5:11 p.m. Monday night in the 1400 block of East 7th Street.

A third suspect, Matthew Castaneda, was arrested last week.

Police officials say Lumpkin, Valle and Castaneda were seen in surveillance footage “working together to activate, conceal and steal several books of lottery tickets,” and would then cash them at various locations.

Lumpkin was charged with claiming lottery by fraud, theft and two misdemeanor warrants.

Valle was charged with claiming lottery by fraud, theft, and tampering with government records as well as ten outstanding misdemeanor warrants.
