An El Paso man is behind bars after allegedly being caught abusing a dog.
Police arrested Joshua Mitsumatsu, 29, Sunday after a witness reported a 1.5-year-old shepherd mix being “physically assaulted.”
According to a news release, a witness-captured cellphone video showed Mitsumatsu raising the dog to shoulder level, throwing him to the ground, and beating him.
Animal Services officers seized the dog, “Tali,” and placed him in the custody of a foster home.
Mitsumatsu was booked into the El Paso County Detention Facility and charged with Cruelty to Non-Livestock Animals under a $3,500 bond.
The El Paso Police Department’s newly-created Animal Cruelty Investigative Unit is investigating the case.
