Kandi Phillips admitted in writing that she had inappropriate communications with a student as part of her resignation from the Frenship ISD. Phillips taught English while at Frenship ISD.
Phillips resigned on March 3, and EverythingLubbock.com requested her resignation letter in an open records request on March 8.
Frenship appealed to the Texas Attorney General for a decision on releasing the letter. The A.G. ruled last week that Frenship must turn it over.

In a written statement Phillips made with her resignation, she claimed that inappropriate communication of a sexual nature did not include sexual contact with the student.
The statement said in part:
I was in contact on multiple occasions with [name redacted] via email and text messages. Communication began last semester. Many of the text messages were personal, inappropriate, and led into talk of the sexual nature. Never once was there any inappropriate physical contact with the student at or off school grounds.
A federal grand jury in Lubbock indicted Phillips on a charge of Receipt of a Visual Depiction of a Minor Engaging in Sexually Explicit Conduct.
Phillips pleaded not guilty and is free on certain conditions until her trial date.
