The Texas Tech University System Board of Regents elected today (Feb. 23) L. Frederick “Rick” Francis and Tim Lancaster chairman and vice chairman, respectively, during day one of its February board meeting in Lubbock. The two will serve two-year terms effective immediately.

Francis, who is currently serving his third term on the board, previously served as chairman of the Board of Regents from Jan. 1, 2005 to May 11, 2007.

The El Paso native was appointed for his first term on the TTU System board on Nov. 18, 2003, and was reappointed to serve a second term. He was then reappointed to serve a third term on the board on Feb. 14, 2013.

He has previously served the board as chairman of the Finance and Administration Committee and is a member of the Academic, Clinical, and Student Affairs and Regents’ Rules Review Committees.

He is chairman of WestStar Bank and also serves on the Board of Directors of Western Refining, Inc. (NYSE:WNR), Providence Memorial Hospital, Sierra Medical Center, the Greater El Paso Chamber of Commerce Foundation, the Medical Center of the Americas Foundation, the Paso del Norte Group and the Texas Philosophical Society.

Lancaster of Abilene was appointed to the Board of Regents on Feb. 14, 2013. He has previously served the board as chairman of the Academic, Clinical and Student Affairs Committee and served on the Finance and Administration Committee.

He is the President and CEO of Hendrick Health System in Abilene. Hendrick is a 500 bed hospital with 2,900 employees serving a 19-county area of West Texas. He has been in this position since August 2004, having previously served as CEO of Brownwood Regional Medical Center in Brownwood, Texas.
