The arrest warrant for Ricky James Overhulser, 53, revealed new details into his arrest.
Overhulser is accused of Attempting to Compel Prostitution after a 14-year-old girl said he tried to take her from her mother for money.
According to Lubbock Police, the girl was with her mother at 7-Eleven at 2526 Parkway Drive on Tuesday. LPD said Overhulser stopped near the victim while her mother was paying for gas inside, and “told her to get in his car.”
The warrant said, “she refused and he told her again. She refused again and he asked her if she ‘dated’. She told him, ‘no’ and at some point he showed her money and again asked her if she dated. She got scared and ran into the store to tell her mom.”
Police said Overhulser left, but returned a short time later. The victim’s mother told officers that he continued to ask for an exchange of money for her daughter.
The victim told police she had another situation recently that she was bothered by, involving an acquaintance of her older sister. Court documents indicated that situation had dissolved, but combined with Tuesday’s incident, the victim was “withdrawn and jumpy.”
According to court records, the victim’s aunt said that “she knew who the man was. Her aunt said that the man is known for driving around the Parkway neighborhood doing the ‘same thing.'”
The victim, who was a middle school student at Dunbar, was shown photos for a line up, and identified Overhulser as the suspect. Her mother also identified Overhulser out of the line up.
When detectives obtained sufficient evidence to arrest Overhulser, they learned he was already in jail on unrelated charges. The warrant was served at the Lubbock County Detention Center.
Overhulser is registered as a “moderate risk level” sex offender in Lubbock County. On the state sex offender registry, he was incarcerated in February 2000 for charges of indecency with a child, and subsequently released after serving a 10-year sentence. The victim’s age in that case was 16.
Neighbors of Overhulser at the mobile home park where he lived, said they were surprised to learn about his new arrest.
One neighbor said he had befriended Overhulser, and they would sit outside their trailers and chat on a regular basis.
His landlord, Johnny Arroyos, said he was surprised when he found out his tenant had been arrested.
“He kept to himself, I didn’t know much about him. All I knew is sometimes he’d tell me he had 2 or 3 jobs. He was always working. He had a good car and he paid his rent,” Arroyos said.
“He would cook briskets and he would give them to other people here, to the neighbors,” Arroyos added.
Arroyos explained that he knew Overhulser was a registered sex offender, but had “no concerns whatsoever.”
“His PO, his parole officer would often check on him. He’d come personally here and check on him and he’d call me often to check on him,” Arroyos said.
Overhulser remained at the Lubbock County Detention Center on a $250,000 bond. His booking sheet also included a handful of traffic-related charges.
